It was a bug because it was not expected behaviour, rather a hack; I agree that it was a useful bug. :) I think restoring that "feature" is a legitimate enhancement request, but can probably not be considered a major bug from a technical perspective. This is also a problem for interproject links: in some implementations, multiple interproject links to same project are shown in the sidebar; in some others, only the first. Maybe this issue is worth mentioning in <https://meta.wikimedia.org/wiki/Requests_for_comment/Interproject_links_interface>.
