current status:
http://download.mediawiki.org/ points to standalone server kaulen (bugzilla)
but does not host content, see link above.
this is configured by puppet class "misc::download-mediawiki" which kaulen
includes in site.pp
we want to migrate everything away from kaulen because it is a Tampa host.
so, either:
- just remove that class from kaulen and declare it not needed
or
- remove it but use it on another eqiad host which would have to be specified
or
- remove it but change DNS to point it to cluster instead of kaulen, then add
redirects to apache-config redirects.conf to point it to one of:
http://download.wikimpedia.org , http://dumps.wikimedia.org/ ,
https://www.mediawiki.org/wiki/Download or other
or any combination or whatever let's us get it away from kaulen
