The Commons community decided — with an overwhelming consensus — to enable the
Translate extension.
Since there hasn't been any discussion about configuration details, we'll just
go with the default settings for now (with bureaucrats being able to add and
remove users from the 'translationadmin' group) and with settings suggested by
Niklas in bug 41585 comment 3.
If the community decides to allow admins to add and removes themselves from
that group, I'll fill another bug and commit the necessary patch.
