As far as I can tell there's no reason for TimedMediaHandler to be enabled on
wikis without local upload. It just leaves us with empty special pages (e.g.
[[d:Special:TimedMediaHandler]]), and superflous flags in ListGroupRights (e.g.
[[d:Special:ListGroupRights#sysop]]).
I suppose there might be one or two cases of a wiki without local upload but
that still has local files from before they disabled it, and uses
TimedMediaHandler for those files. But I assume those would be the significant
minority, and could be handled individually.
