This keyword should be for bugs related to any issues with replicated db's
which are not accessible by wikimedia labs project admins, thus may not be
fixed by them.
Having such a word makes it easy for DBA (like Asher) who are responsible for
replicated db's to be filtered as well as for labs admin to filter these bugs
out (since they can't do anything about them).
Right now there is a bunch of these bugs and I can't make a query that matches
all labs-related bugs which I can fix, but doesn't have any DBA related stuff
which I can't
