Based on community discussion and vote (See provided URL), I would like to
request granting bureaucrats on arwiki (Arabic Wikipedia) the ability to
remove sysop flag locally. I believe this can be done by setting
$wgRemoveGroups['bureaucrat'][] = 'sysop'
