User rights settings should be done as a suggestion from Sage Ross:
"If the goal on sv.wiki is to make it less bureacratic and simpler to
administer, it could be configured (for example) so that any user could create
a volunteer profile and sign up as a volunteer for a class and simply have
admins handle the assignment of instructor rights; then there would essentially
only be one user right to manage (course instructor). Any permutation on the
user rights and the available functions is possible."
That is indeed the goal, and that suggestion is accepted.
