Hi. I'm an admin on fa.wikipedia. Today, while modifying some other filters, I
noticed that I can't edit abuse-filter number 4:

The message I receive is:
"You cannot edit this filter, because it contains one or more restricted
actions. Please ask a user with permission to add restricted actions to make
the change for you."

I contacted a bureaucrat and he confirmed that he is not able to edit it
either.
I also tried to export the filter and import it as a new one, but again I
received the same warning as above.
In the end I could import the filter by disabling "Revoking auto-promoted
groups" option, but that's not what I was looking for.
