Pagebanners (example http://en.wikivoyage.org/wiki/Manhattan) are currently
being discussed and rolled out on most (if not all) Wikivoyages. To hide the
duplication of titles, we need $wgRestrictDisplayTitle to be set as false.
Making this one-time configuration request will standardise this feature across
all Wikivoyages.
Important request as duplication of titles is occurring on over 1000 pages on
en.wikivoyage alone, after bug 26547 was fixed. Related bug 49015.
