missing test from ULS "More languages" in IE8
After clicking the ULS cog in IE8, click the "More languages"/ellipsis button.
Resulting display should contain test "Common languages", "Worldwide", and
"Language search" in the search textbox, but does not.
IE9 is OK, this is just IE8 and below.
