Just to update on this point: as of today, we have switched over to the 'beta'
behaviour for VisualEditor in a number of regards, including section edit links
- i.e., default behaviour for users with VisualEditor (which will soon be all
users) is that section edit links will take you into VisualEditor, scrolled to
that section, with the cursor at the start of it.

For the mean time (until VisualEditor is out of beta, when it will be much less
likely that users will want to use wikitext editor often), there's a user
preference (defaulted to off) that will redirect these section edit links back
to the wikitext editor; this is in Special:Preferences > Editing > Beta
features.

I'm open to seeing if there's a way of giving people two section edit links
without being confusing in the medium/long term, but that's a discussion for
later. :-)
