Per Roan - "we were initially going to use this for references and captions,
and then chose to use separate documents instead, but this is not compatible
with the collaborative editing work; a VE instance should be able to
collaborate with another instance on the same page, although I suppose there
was some stuff about limiting the scope successfully as well".
