To reproduce:
1. Open a page with several sections.
2. Scroll to the second section and press the "edit" link near the heading. The
Visual Editor opens. Make a change in the text and save the edit.
3. Press the same "edit" link again.
Observed: The source editor opens.
Expected: The visual editor opens.
