It was me who initially pushed for a "Wiktionary Tools" category for abstract
issues in (the English) Wiktionary so that we could track them on a proper
issue tracking system whether they be addressable via custom JavaScript and
CSS, templates, external code running on the Toolserver, or by developing our
own extensions.

For without our own category we would have fragmented discussions on talk pages
and mailing lists and IRC channels, or if on bugzilla, the MediaWiki and
Wikipedia guys would think the Wiktionary issues must be about MediaWiki but
not see how they fit in.

... Unfortunately none of the other Wiktionary guys working on this stuff were
interested in bug trackers )-:
