On pages without a "Languages" section originally e.g. special pages, or pages
without langlinks on sites without Wikibase, ULS creates a section header to
insert the gear icon and when collapsibleNav is enabled the section appears
collapsed. However when it gets expanded (clicked) there's actually nothing
showing up.
