The mediawiki help pages say that the xml export/import feature supports a
restrictions tag to specify page editing restrictions:

I've tried this on 1.15 and 1.14 installations, with MySQL and Postgres
databases, and it doesn't work. The xml import has a handler for the
restrictions tag, and the file is imported without errors, but the restrictions
seem to be ignored.
