I don't know why https://es.wikipedia.org/wiki/Especial:Preferencias#mw-prefsection-datetime does not offer me to change the date format (while e.g. https://de.wikipedia.org/wiki/Spezial:Einstellungen#mw-prefsection-datetime does). The format seems to really be based on the settings and translations for the specific language in which you display the interface, e.g. in Czech on https://es.wikipedia.org/w/index.php?title=Windows_Phone_8&action=history&uselang=cs you get the usual (Czech) "DD. M. YYYY" format, or https://es.wikipedia.org/w/index.php?title=Windows_Phone_8&action=history&uselang=co shows the long month names for all months.
