messages like "wikibase-dispatchstats-intro" are completely unnecessary in the
clients. Seems related to how localisation is done in production, that all the
wikibase messages get included.
in my test install, I have lib messages (a few irrelevant) but not dispatch
stats and most repo messages not there.
not sure this is something that we can easily fix.
