I updated extensions in the 1.22wmf8 branch with
https://gerrit.wikimedia.org/r/#/c/70910/ and
https://gerrit.wikimedia.org/r/#/c/70911/ . Each merge triggered a Jenkins run
that ran doxygen and failed with
Error: Change target reference is not a tag or a recognized branch.
