For sites where the ULS is located at the top-right position (at the personal
toolbar), once the user access the language list from the settings panel, the
dialog moves to a different position.
Steps to reproduce:
- Go to http://commons.wikimedia.org/wiki/Main_Page (as an anonymous user)
- Click on "Input" section
- Click on "..." button
- Observe the dialog has moved to a different position.
