Users can open the ULS from (a) the main entry point (cog icon or top-right
link), and (b) IME menu from an input field. If they do both they get two
language settings panels. Only one should be shown instead.
Steps to reproduce:
1. Go to http://de.wikipedia.beta.wmflabs.org/wiki/Wikipedia:Hauptseite
2. Click on the cog icon at the left sidebar.
3. Click on the search input field.
4. Click on the keyboard icon.
5. Click on the cog icon from the IME menu.
6. Observe two language setting panels open at the same time.
