The confidence level of words shall be decided by the ProofreadPage extension itself. Words with high penalty would be used for CAPTCHA. I would also suggest not using the words in their complete sense, but mixing two high penalty words together. Presently, ProofreadPage extension doesn't have the facilities to do so.
