If you search for "Some phrase" (including the quotes), if the page is not
found, it says "You may create the page ""Some phrase"". If the user does not
look carefully at the message, they may fail to see the extra set of quotes,
and create the page with quotes in the title, which is almost always not what
the user intends. The quotes should be stripped. The user should have a
different avenue available to create the page with the quotes in the title if
necessary.
