Some users at Wikimedia Commons prefer showing their language skills in an edit
notice on their talk page. However, babel does not load the styles and it looks
very odd. Example:

(which comes from
https://commons.wikimedia.org/w/index.php?title=User_talk:Multichill/Editnotice&action=edit)
Note that I am going to fix this issue locally at Commons so this test case
might be broken. I am not sure about the non-resolved parser function; this
might be another bug.
