Page title has ? characters instead of Sinhala texts
Reporting against the build hosted on Staging environment.

Steps to reproduce :
1)Access Sinhala main page
2)Start editing the page and check the page title
<< ?? characters appear in the page title. Please see the attachment >>
Expected Outcome:
Correct title in Sinhala shall be displayed.
Other Observations::
1) Correct page title was available in source.
