User Joe Decker has detailed the steps necessary to add a reference to an
article using a citation template. While I have as per his request entered some
of these as separate bugs or enhancement requests, I am opening this one to
note the complexity of the process. As he describes it, it is 73+ steps to
achieve in VE what can be achieved in 11 in the older processes.
