Purging works fine for this image (doing ?action=purge, both eurpoe and n.
america varnishes seem to get cleared). The file does not have enough versions
to suffer from what I was talking about in comment 9 (It needs about 75 before
that happens).

That said, there does seem to be issues at commons with initial purge on
reupload (intermittently?) failing.
