Bug 51092 added support for $wgAllowExternalImages and
$wgAllowExternalImagesFrom. But the PHP parser offers yet another option:
$wgEnableImageWhitelist, which reads the whitelist from MediaWiki:External
image whitelist
Parsoid doesn't support this at the current time.
