At least for country=CN payment flows.
It looks weird that cmd=_donations pages don't accept [[China UnionPay]] cards,
while cmd=_xclick ones do.
Might be some bug from PayPal side. It would be nice if we have some way to
talk with them. But now we may want to workaround it by using a different cmd
param.
