At Commons, we have an Abuse Filter Feedback page:

A few months ago, we had a sudden increase in reports by users (mostly
anonymous) with no Abuse Filter log entry. Is is possible that not all actions
are logged?
I am administrator at Commons and should be able to view the abuse log (except
oversighted entries).
