Without javascript running (older phones) the new nav shows and the watch star
and talk page buttons are actionable.
The edit button and uploads button show but clicking on them has no effect.
We should either link these to a page explaining why they are not available or
hide them (although we should be careful that there is no flash of unstyled
content)
