When starting a fully-provisioned halted VM, I often catch Puppet starting the
apache2 service:
notice: /Stage[main]/Apache/Service[apache2]/ensure: ensure changed
'stopped' to 'running'
I'm not sure why. It could be that Puppet starts its run before Upstart has
managed to enable the service.
