Right now the SurfaceObserver locks and unlocks a lot, firing a lot of events
and stopping and restarting a lot. We should make locks wider so that this
doesn't happen.
We should also eliminate cases where the SurfaceObserver responds to a DOM
change that was actually made by VE itself, and we should change pawning to no
longer go through the model.
