I'm not sure I'd agree with this. It worked out for the most part in the past,
as I understand it. Was there some abuse? Of course: any open system will
eventually see some abuse (spam, vandalism, etc.). But it may make sense to try
reverting to the previous setting (i.e., granting new users "editbugs"
automatically and only removing it as necessary and appropriate). This is
largely the same approach we take on the wiki.
