I just checked the other report and looked at the file and I see the patch to ignore accounts with log records, but from the best I can tell it was never merged into the 1.19 branch. Perhaps I'm wrong but there is also no mention of it on the 1.19 version release page referencing bug 34581 being fixed in any of the 1.19.x releases.
