jquery.makeCollapsible() on enhanced watchlist/recentchanges is annoyingly
slow, blocking all user interaction until all change lists are collapsed.
Splitting this off from bug 34876 because this is both the most important part
of that bug and should be particularly easy to work around (while the general
solution is somewhere between "very hard" and "impossible").
