After creating uploader group on ckb.wikipedia, "Upload file" link is not shown
in toolbox for non-admin and non-uploader groups and this is not good.
Now it is shown for administrator and uploader groups and it redirected to
"Special:Upload" and this is good.
Please provide this link for non-admin and non-uploader groups too and redirect
it to Commons for non-admin and non-uploader groups:
