If the caching patch (https://gerrit.wikimedia.org/r/#/c/74803/) is added to a
wiki with existing books, the navigation bar does not show until the JSON block
is changed and saved, and the page is reloaded. This would indicate something
is wrong with the functionality that loads the navbars even if the JSON block
doesn't exist in the cache.
