I think a "Misc" tab at [[Special:Preferences]] is indicative of poor design. I
think the "Misc" tab should be removed. Any preferences that live there should
be re-located.
By default in MediaWiki core, it looks like only two preferences live there
currently:
Diffs
* Do not show page content below diffs
* Omit diff after performing a rollback
