The Preferences -> "User profile" -> "Email settings" has: "Email me when a
page or file on my watchlist is changed"
When Echo is enabled, that event should be intercepted (like the talkpage
messages), and turned into an Echo notification.
The preference should move from Email settings to notifications are of the
preferences (preserving original settings of course).
