Patches welcome. Or even a link to a description of an algorithm (preferably
along with analysis of how effective algol is) that can generate some sort of
hash from an image that stays the same for things like resizing (or
recompressing) the image, and is very efficient to compute.

It should be noted that upload blacklist was never an antispam measure. It was
meant to prevent malicious (but stupid) users from uploading very disturbingly
graphic images.
