According to a community discussion linked above, I am now requesting to add a
flood flag to zh.wikinews.org. The setting are listed below:
* User permission group "Flood" contains the permission "bot".
* All sysops can grant or remove this permission from any user.
* All user with flood flag can remove the flag from its own account.
