Hello. Per local consensus (URL) and former request (Bug 51232) please:
1- Revoke 'reupload-own' right from "User" group.
2- Revoke 'reupload' right from "Autoconfirmed" group.
3- Grant 'reupload-own' and 'upload_by_url' to "Uploader" and "Administrator"
groups.
