Compare hovering over the Importance field with the URL field. The latter has a nice help cursor and a tooltip explaining it. So change <a href="page.cgi?id=fields.html#target_milestone"> Target Milestone</a> to add class="field_help_link" title="Importance is a combination of priority and severity".
