Assuming the proposed patch for 52886 sticks, it has a problem in that
CirrusSearch doesn't update page boosts when new pages link to it or its
redirects. I'm splitting this from the work to take the boosts into account
because it feels lower priority and has a more complicated solution.
Currently CirrusSearch doesn't take redirects into account at all, nor does it
take new links into account.
