The Parser handles internally <math> if $wgUseTeX.
However, if $wgUseTeX isn't set, the user should be able to provide the math
tag functionality using an alternative extension. Currently, the parser gets
confused at extensionSubstitution() seeing a math and trying to handle it when
it's not supposed to.
