Indeed. Step 2 makes it impossible (by a code change) for the personal
information to be leaked this way. 

Steps 0 and 2 are wholly suited to being done by MediaWiki developers, steps 1
and 3 would ideally have community involvement, but should be managed on a
Wikimedia-wide basis, and particularly step 3 overseen by WMF, whose policy it
is.
