the wikidata devrepo (wikidata-dev-9) has only 10gb and is full. There's not
enough stuff to delete to make it work in a satisfactory way.
We need to setup a new, larger instance for devrepo.
It might also be time to use puppet (based on wikidata single instance module)
to do this. That way it's easier to maintain and re-setup any future
instances. Puppet is getting easier to use and shouldn't take too long.
