For example: https://commons.wikimedia.org/wiki/MediaWiki:Watchthisupload/fafromflickr does not exist. When using the uselang hack, language fallbacks are not used. If a message is missing, the english translation is used. https://commons.wikimedia.org/wiki/MediaWiki:Upload-permitted/fafromflickr does exist, and does not seem to be used.
