When using Special:Upload when uploading a replacement file with a different
filename than the current filename it creates a new file instead.
To reproduce:
- Upload a file (say, aaaa.jpg)
- On the files page, File:aaaa.jpg click "Upload a new version of this file"
- Browse or URL a new image (say, bbbb.jpg) and submit
- Image saves to File:bbbb.jpg rather than replacing aaaa.jpg
